Notifications don't seem to work

Is there some kind of trick to using notifications? With my install, I use “Notification to contacts” and select all of the contacts. Using just the regular PUSH notifications don’t seem to work. The “Notifications to contacts” works through the “My Contacts” in SmartThings. However, I went to get my dad setup with his SmartThings (a completely different hub/home etc) and I noticed that he didn’t have the “My Contacts” option to send a notification to contacts. I contacted ST support and learned that the “My Contacts” feature has been discontinued but they allowed people who were already using it to keep it. I ended up just setting his up to use SMS messages which does pretty much the same thing, but I would prefer to use notifications. Is there something that I’m missing that is preventing the notifications from working?
