Why does this piston turn off lights on RING INACTIVE motion?

This piston is turning off lights when it gets an INACTIVE signal from my RING doorbell. This must be happening from the ELSE statement because it’s taking precedence over the 15 minute turn on.

How can I make the lights stay on for 15 mins when the piston sees an ACTIVE motion from ring without it turning back off when it sees INACTIVE 30 seconds later?

Also, the piston doesn’t turn down the other two dimmers to 25% after 15 mins… they just stay 100%
