Not sure why it isn’t working. Is it running at the right time? Try just using ‘turn off’. That command will work even with multiple devices.
The turn all off command calls the allOff() command which I understand is a custom command associated with Logitech Harmony devices. You just want turn off which calls off().
One of the ‘gotchas’ with using device variables is that webCoRE can’t help narrow down the available commands for you.
