I don’t believe that first section was intended as an All Devices section. But the layout of that page does tend to confuse many users.
The section you think of as ‘all devices’ actually uses the ‘Actuator’ and ‘Sensor’ capabilities. These are tagging capabilities that don’t define any attributes or commands. The ‘Actuator’ capability just indicates that the device has commands, and the ‘Sensor’ capability indicates that the device has attributes. There is actually a third tagging capability, ‘Bridge’. The Actuator and Sensor capabiities were commonly used in Groovy Device Handlers and were exploited by SmartApps like webCoRE and ActionTiles that needed to be able to access any available device (the ability to access any device without explicit authorization was not exposed to the community). They have been deprecated for longer than I have been using SmartThings, but it is relatively rare to find a device handler that doesn’t use them, however new the handler is.
Newer styles of device integrations don’t use Actuator or Sensor. To pick up these, and any other device not using Actuator or Sensor, webCoRE individually lists every capability that was around at the time. This list is a little dated now. You can see ActionTiles doing something broadly similar, except it is doing it with a selection of common capabilitities.
