yes, there are weather drivers in HE. You can use these as a typical device, or you can in webcore hook these to $weather, and then be able to access all the data (however it has its own format).
In HE, you can also set up a subscription / event for when $weather changes if you choose.
For just temperature it may be easiest to setup OpenWeatherMap and use temperature as a condition (if you only care about it at 5:00 AM)
