You need something to actually trigger it. “Contact sensor is open” and “time after 8:00am” could be true 16 hours a day. These are conditions, not triggers.
Fixing it depends on what exactly you want.
Do you want the lights to flash AT 8:00am if the sensor is open? Then change the Time line to “time IS 8:00am”.
Do you want the lights to flash every time (after 8:00am) that the sensor is opened? Then change the Sensor line the “contact CHANGES TO open”.

Sorry, but this is inaccurate advice. The yellow lightning bolts next to both conditions indicate the piston is subscribed to those devices. A change in Contact Sensor 1 will trigger the piston to run, the time changing to 8am will also cause it to run.
Conditions will act like triggers unless you put triggers in your piston. The benefit to adding triggers is only if you want to limit the number of things that will cause your piston to run.
