Freeze Prevention in Unoccupied Building

1) Give a description of the problem
I have a clubhouse in my community that is unattended (much like a vacation cabin). We turn the thermostat (which resides in a locked office) down to 55 deg when no one is there. We have a room with water pipes that is in a remote end of the building and tends to get much colder than the office so we want the heat to turn on if that room gets dangerously cold.

2) What is the expected behavior?
I would like ST to make Nest raise temperature if the room with a temp sensor begins to approach freezing. I would then like to turn on a smart outlet connected to a heater if the temperature continues to drop, also send out an email notification. Finally, if the temperature does not raise, I would like to activate the smart outlet again (just in case) and send an SMS emergency message.
Once the temperature raises or after X amount of time, I would like to resume normal program.

3) What is happening/not happening?
I am not really able to test the program as I cannot wait for freezing temperature. I did run a desktop experiment and was able to set thermostat to higher temperature but a weird thing happens, when the temperature raised above the limit, the piston just stopped and didnt resume the t-stat program.

Ignore the fact that I am using Ecobee for this test, I am setting this up at home and I don’t use Nest here.
