Hub Offline question

1) Give a description of the problem
Is there a way to determine through WebCoRE if hub is offline? I know I can get SmartThings to sent me a text or push when the hub goes offline or back online.
Current I have a WIFI switch connected to the main router for my home, which is different from the router that SmartThings is attached to. This switch is connected to my secondary router.I would like to toggle the WIFI switch if main router is still active, but the hub goes offline.

2) What is the expected behavior?
Currently I have a simple piston, with no auto triggers that I simple run with the TEST button to turn off the WIFI switch connected to SmartThings, wait X seconds and restart. Manually triggering works, but I want to automate the process if the hub goes offline and main router is still online.

3) What is happening/not happening?
Currently looking for away to run the router reboot piston when I get a SmartThings notification that the hub is offline.
