If a light is on when I arrive I want the light to stay on. In the past what happens is the light that is on turns off.

Is this piston attempting to override another piston? Why do you need a piston to do nothing on a trigger?
I have another piston that turns the lights on when I arrive and another piston to turn them off when I leave. If someone is home and the light is on already I want to keep the light on.
Well, obviously the other one is winning the battle! You may want to integrate this one into the other, or remove this light from the other piston, and let this one control the on/off of this light by presence. If you post the other one, some bright person will probably have a slick way to integrate them.
