Does the phone app have permissions to the ios features it needs?

If you are referring to location set to ‘Always’, yes.

I also have the ‘Precise Location’ set as well.

I was wondering about the ios permissions? e.g allow app to use location services
If you go into settings on the iphone, scroll down to the webcore app, select it and ensure location is set to always. I also have background app refresh & mobile data toggled on
