Set Global Time Variable issue

1) Give a description of the problem
When I change a Global Variable for time, the result is wrong and inconsistent

2) What is the expected behaviour?
Edit Global Variable should be straight forward: You enter 07:00 and the variable is set to 07:00 or 7:00AM

3) What is happening/not happening?
When I edit the global variable, I get inconsistent results:
Enter 01:00 get 8:00PM
Enter 23:00 get 11:00PM
Enter 02:00 get 9:00 PM
Enter 04:00 get 3:00AM…

4) Post a Green Snapshot of the pistonimage

5) Attach logs after turning logging level to Full

I believe this is a known bug. I seem to have better results when I use my arrow keys to increase/decrease the times. (although sometimes, it takes a second edit to make it stick)

Yes this problem does happen but the only one makes sense is the above…
23:00 is both in Europe or in US military, means 11.00pm…
