Turn off lights is Power is below ... and no motion

I would like to create a on off for a bulb based on my TV being off and no motion detected for a set time.

i have a fibaro motion sensor and a ST power adaptor , the TV when on always used for than 5watts. I also have a Goodnight mode which i would then set to ignore is that’s the current state

just a general idea, your piston can be something like this:

IF motion sensor STAYS INACTIVE x amount of time
AND/OR
IF ST power adaptor IS less than X watt
Then 
with Light Bulb do turn OFF
