I noticed that in the function valueWas there is a call to Debug (line 4067) without checking the rtData.logging level. Is there a reason what this is always printed out rather than being conditional?

Thanks for reporting, will be fixed in the next release. I checked for similar issues and this seemed to be the only case of logging without checking the log level.
